REGULAMIN
1. ORGANIZATORZY
TURNIEJU.
Organizatorem
turnieju jest Międzyszkolny Klub Sportowy „Sokoły” Toruń.
Współorganizatorem
turnieju jest Urząd Miasta Torunia.
2. UCZESTNICY
TURNIEJU.
W turnieju biorą udział zawodnicy z
rocznika 2001 i młodsi z drużyn:
ñ IHS/Pardaugava
(Latvia),
ñ Jelgava
LSS (Latvia),
ñ Brocenu
NJBSS (Latvia),
ñ HK
Brest (Belarus),
ñ Jantaraja
Zvezda Kaliningrad (Russia),
ñ HC
Vitebsk (Belarus),
ñ Daugavpils
BJSS (Latvia),
ñ Dynamo
Bereza (Belarus),
ñ Polska

3. TERMIN
I CZAS TRWANIA TURNIEJU.
Turniej
rozegrany zostanie w dniach 15 - 17 grudnia 2017 roku.
Godziny
rozpoczęcia poszczególnych meczy zostaną podane w „programie turnieju”.
4. MIEJSCE
ROZEGRANIA TURNIEJU.
Turniej zostanie rozegrany na
dwóch taflach lodowiska „Tor-Tor”, przy ul. Gen. Józefa Bema 23-29 w Toruniu.

5. SKŁADY
DRUŻYN.
ñ Drużyna
składa się z maksymalnie z 22 zawodników wraz z bramkarzami.
ñ W
turnieju mogą uczestniczyć zawodnicy urodzeni w 2002 roku i młodsi ( w
przypadku starszych chłopców lub dziewcząt, wymagana jest zgoda Komisji
Technicznej, która może odstąpić od tej reguły ).
ñ Kierownik
drużyny, przed rozpoczęciem turnieju, powinien dostarczyć do Komisji
Technicznej:
1.
listę zawodników z numerami koszulek zawodników
2.
książeczki zdrowia z aktualnymi badaniami
lekarskimi
3.
licencje PZHL lub legitymacje szkolne zawodników
w przypadku drużyn polskich
4.
paszport w przypadku drużyn zagranicznych
6. SYSTEM
ROZGRYWANIA TURNIEJU.
Ø
Organizacja meczu:
ñ czas
rozgrywania : 2 x 20 minut, zmiany lotne
ñ lód
robiony jest po każdym meczu,
ñ drużyny
rozgrywające następne spotkanie wchodzą na lód bezpośrednio po zrobienia lodu,
na 5-cio minutową rozgrzewkę bez krążków, po czym grają mecz.
ñ
gra ciałem jest dozwolona;
ñ Turniej
zostanie rozegrany w trzech etapach.
ñ Pierwszy
etap grupowy rozgrywany jest w dwóch grupach po sześć zespołów, systemem „każdy
z każdym” ( mecze 1 – 30 ).
ñ Po
zakończeniu wszystkich spotkań zostanie ustalona kolejność drużyn w
grupach od 1 do 6 miejsca
ñ O kolejności zajętych miejsc decyduje suma zdobytych punktów.
ñ Przy
równej ilości zdobytych punktów przez dwie lub więcej drużyn, o kolejności
miejsc decydują:
a)
przy dwóch drużynach :
·
liczba zdobytych punktów w spotkaniu pomiędzy
tymi drużynami
·
liczba zdobytych bramek w spotkaniu pomiędzy
tymi drużynami,
·
korzystniejsza różnica bramek we wszystkich
spotkaniach fazy grupowej turnieju,
·
większa liczba strzelonych bramek w fazie
grupowej turnieju,
b)
przy większej liczbie drużyn:
·
sporządza się dodatkową punktację pomocniczą
spotkań wyłącznie między tymi drużynami i na tej podstawie ustala się kolejność.
·
Jeżeli w punktacji pomocniczej kilka drużyn
uzyska taką samą ilość punktów, stosuje się zasady określone w ust. a.
c)
jeżeli, stosując zasady określone w ust. a i b,
nie można ustalić kolejności drużyn biorących udział w turnieju, o miejscu
drużyny decyduje losowanie, dokonane przez przedstawiciela Komisji Technicznej
Turnieju w obecności przedstawicieli zainteresowanych drużyn.
ñ Druga faza turnieju – półfinały z udziałem drużyn,
które zajęły 1 i 2, oraz 3 i 4 a także 5 i 6 miejsca w swoich grupach eliminacyjnych –
rozgrywana jest we wtorek 17.12.2017 r. ( mecze 31 – 36 ).
ñ W spotkaniach drugiej fazy turnieju musi zostać
wyłoniony zwycięzca każdego meczu, dlatego w przypadku remisu w regulaminowym
czasie, po jego zakończeniu następuje seria rzutów karnych, wykonywana zgodnie
z regulaminem IIHF, aż do wyłonienia zwycięzcy.
ñ Trzecia faza turnieju – rozgrywana jest we wtorek
17.12.2017 r. ( mecze 37 – 42 ).
ñ W trzeciej fazie turnieju rozgrywane są spotkania,
mające na celu ustalenie końcowej klasyfikacji turnieju, czyli miejsc 1 – 12.
ñ W spotkaniach trzeciej fazy turnieju musi zostać
wyłoniony zwycięzca każdego meczu, dlatego w przypadku remisu w regulaminowym
czasie, po jego zakończeniu następuje seria rzutów karnych, wykonywana zgodnie
z regulaminem IIHF, aż do wyłonienia zwycięzcy.

Na zakończenie turnieju wybrani zostaną:
·
najlepszy bramkarz turnieju,
·
najlepszy napastnik turnieju,
·
najlepszy obrońca turnieju,
·
najlepszy zawodnik turnieju,
Ø
Wszyscy wyróżnieni zawodnicy otrzymują
pamiątkowe statuetki oraz nagrody rzeczowe.
7. PRZEPISY.
Na lodzie
każde spotkanie w meczach grupowych i finałowych prowadzi dwóch sędziów.
W turnieju
obowiązują przepisy gry w hokeja IIHF i PZHL.
Zawodnik,
który otrzymał karę meczu zostanie odsunięty od jednego meczu
Zawodnik,
który otrzyma dwie kary 10-cio minutowe zostanie odsunięty od jednego meczu.
8. KOMISJA
TECHNICZNA TURNIEJU.
Komitet Organizacyjny
powołuje na czas trwania turnieju 3-osobową Komisję Techniczną w składzie:

Komisja Techniczna przeprowadzi
weryfikację spotkań po każdym dniu turnieju oraz wyda komunikat, który zostanie
opublikowany na stronie https://www.cuponline.se/start.aspx?cupid=25816
Komisja Techniczna będzie również
rozpatrywać ewentualne protesty drużyn, przy czym drużyna wnosząca protest
zobowiązana jest do wniesienia kaucji w wysokości 200 zł. Po pozytywnym
rozpatrzeniu protestu, kaucja zostanie zwrócona drużynie protestującej. W
przypadku negatywnego rozpatrzenia protestu, wniesiona kaucja przepada na rzecz
organizatorów turnieju.
Decyzje Komisji Technicznej są
ostateczne i nie podlegają odwołaniu.
9. NAGRODY
W TURNIEJU.
Zawodnicy trzech pierwszych drużyn otrzymają medale.
Każda drużyna otrzyma puchar, oraz dyplomy za zajęte miejsce.
Zwycięzcy klasyfikacji indywidualnych otrzymają statuetki i nagrody
rzeczowe.
10. UWAGI
KOŃCOWE DO REGULAMINU.
Organizator zastrzega sobie
wyłączne prawo do interpretacji przepisów niniejszego regulaminu, które mogą
być przedmiotem sporu.

The organizer of the tournament is Interschool Sport Club „Sokoły”
Torun.
Coorganizer of the tournament is City Hall of Torun.

born in 2002 and younger take part in
this tournament:

Date and time
of tournament.
The tournament will take place on
15-17 December 2017.
The hours of the start of particular matches will be given in
„tournament programme”.
4. Place of
tournament.
The
tournament will take place on two icerinks of Tor-Tor, 23-29 Gen. Józefa Bema
Street, Torun.

5.
Composition of
teams.
ñ The team consists of maximum 22 players including keepers.
ñ In the tournament players born in 2002 and younger can take part. ( in
case of older boys or girls, the approval of Technical Comitee is required, it
can allow for derogation from the rules).
ñ Manager of the team before the start of the tournament, should provide to the Technical Committee:
1.
a list of players with
numbers of players shirts,
2.
health books with current medical examination,
3.
licenses or school ID cards for Polish
teams players,
4.
passport for
foreign teams.
6. The tournament system.
Ø
The organisation of match:
ñ
playing time: 2 x 20 minutes of the
game stop time.
ñ
ice is made after each match . Between the periods there will be no break!
ñ teams playing next match go on ice
immediately after it is made, on a 5-minute warm-up without
the rollers, and then play the game .
ñ body game is allowed.
ñ
The tournament will be played in three stages
ñ
The first group
stage is played in two groups of six teams,
running "peer" (games 1 - 30).
ñ After all the meetings, the order of teams in groups of 1
to 6 will be determined.
ñ The order of taken places is determined by
the sum of points scored.
ñ When
equal amount of points is
gained by two or more teams, the order of places is determined by:
a)
the two teams:
·
the number of points
scored in a meeting between
these two teams
·
number of goals
scored in the meeting between
these two teams,
·
favorable goal
difference in all meetings of the
group stage of the tournament,
·
greater number of
goals scored in the group stage of
the tournament,
b)
with a larger number of teams:
·
shall be given an additional secondary scores of meetings between these two teams only and on this basis shall
be determined in order.
·
If the secondary scoring several teams
obtain the same number of points,
the rules set out in paragraph. a. are
use.
c)
if using the principles
set out in paragraph. a and b,
you can not determine the order of
teams participating in the tournament,
the draw determines the place of teams,
made by a representative of the Tournament Technical Committee in the presence of representatives of
interested teams.
ñ The second phase of the tournament - the semi-finals with
the participation of teams that
were ranked 1st and 2nd, 3rd
and 4th, 5th and 6th place in their qualifying group -
is played on Tuesday
17/12/2017. (Game 31 - 36).
ñ During meetings of the second phase of the tournament the winner of each match has to be chosen, so in case of a tie in the
regular time, after the end followed by
a series of penalty kicks, carried
out in accordance with the rules of the IIHF, until there
is a winner.
ñ The third phase of the tournament - is played on Tuesday 17/12/2017. (Game
37 - 42).
ñ In the third phase of the tournament matches are played to determine the final ranking of the tournament, places 1 - 12.
ñ During meetings of the third phase of the tournament the winner of each match has to be chosen
so in case of a tie in the regular time, after the end followed by a series of penalty kicks, carried out in accordance with the rules of
the IIHF, until there
is a winner.
Ø At the end of the tournament
there will be selected:
·
best goalkeeper of tournament,
·
best forward of tournament,
·
best defender of tournament,
·
best
player of tournament,
Ø All players will receive
commemorative awarded trophies
and prizes.
7. Rules.
On the ice every meeting in
the final and group games is lead by the two referees.
In the tournament rules of the game of hockey of IIHF and
PZHL hold true.
The player, who received a match penalty shall be moved
from one match.
A player who receives two penalties of 10 minutes, will be moved from one match.
8. Technical Comitee
The Organizing
Committee shall appoint for the
duration of the tournament 3-seat
Technical Committee composed of:

Ø Patryk Kasprzyk -
main referee,
Ø Michał Bohuszko - member.
Technical Committee meetings
will validate each day of the tournament and will issue a message that will be published
on the site: https://www.cuponline.se/start.aspx?cupid=25816
The Technical Committee will
also consider any protests of teams, the team requesting the
protest is required to submit a deposit in the amount of 200 zł. Acceptance of
the protest, the deposit will be
returned to the team protesting.
In the case of a negative consideration of the protest, brought deposit shall be forfeited in favor of the organizers of the tournament..
Technical Commission decisions
are final and not subject to appeal.
9. The tournament awards.
Players of the first three teams will receive medals.
Each team will receive a trophy and a certificate for taken place.
Winners will receive individual classification statues and prizes.
10. Final comments.
The organizer reserves the exclusive right to
interpret the provisions of these Rules, which may be the subject of a dispute.
